Mass Email Users

Isn't this option avalable to only certain service levels. I know our edition doesn't allow mass e-mails.

We are an enterprise user and we're desperate for a way to beat the "250 views and 1000 a day" limit.
We were offered to evaluate Vertical Response...but VR has a big big limitation...you cannot select any field from Account to create a mailing list.
We have 15K contacts in our database...i have to wait for 15 days till I complete one whole cycle. Ridiculous.
Neither does SF offer this facility...nor do its partners.
So where does one go?
